I have an Epson 4800 printer that I have used for two years with no problems. Today I tried to print a 13x19 print and the color was terrible, too saturated, poor skin tones, etc. I calibrated my monitor but there was no improvement. An suggestions?

Usually a sudden change in general print performance attributes like you describe is due to a change in some setting in your printing workflow. So, double check that each and every setting is the same as you have used in the past both in the application print setup dialog (Photoshop) as well as the settings in the print driver dialog.

Many people do refill ink cartridges with some success and savings. One supplier of ink and the necessary tools is MIS Associates (http://www.inksupply.com) which has lots of good information on how to do it on their web site.
For utility printing where a high degree of screen to print matching quality IS NOT essential it should not be problem if one follows the recommendations so problems are avoided. But using 3rd party inks can introduce color changes that if good print matching is desired requires that the printer is custom profiled using the new replacement inks.
